A New Excuse for That Midnight Snack

"The adverse effects of small thighs might be related to too little muscle mass in the region."

The likely take home message: If you're thin enough that your thighs indicates muscle mass, then thigh circumference is a good measure of your level of exercise. Low circumference thus indicates little or no exercise and the resulting risk of heart disease.

If you're chubby already, then thigh circumference can't tell you anything, since the measure can't distinguish fat and muscle mass.
